The Growth Plan to Half a Million (Growth Plan) is about making choices to proactively manage the changes associated with growth to create a city that is vibrant and attractive to future generations. This includes better choices for moving around and more options for sustainable development. It also includes a diverse mixture of housing, commercial, social, cultural and recreational opportunities that are universally accessible by all modes of transportation including walking, cycling, transit and driving.
Thank you to everyone who participated in the development of the Growth Plan over the last two and a half years! Whether you attended the public events, completed an online survey or contacted the project team directly, your feedback has been valuable!
Public input has been used alongside technical work to prepare the final Growth Plan, which outlines a number of key directions to guide transportation, transit and land use planning and infrastructure investments so residents will have more choices for how they live and move around the city as it grows.

The Growth Plan is made up of several initiatives that fit together to form a new growth model for Saskatoon:
- Corridor Growth – Encouraging growth and redevelopment near our major corridors
- Transit – Making transit more attractive to more people as we grow
- Core Area Bridges – Making the most of our existing road infrastructure
- EmploymentAreas – Ensuring we have the right amount of employment in the right areas
- Active Transportation – Providing more choices for how people move around the city
- Financing Growth – Planning ahead for the costs of growth
Once the Growth Plan is complete, our Road Network and Water & Sewer Plans will be updated to incorporate the directions set by the plan so our supporting infrastructure will meet the needs of a growing city.

The Growth Plan has been developed over the last two and a half years through a five-phase public engagement process called Growing Forward! Shaping Saskatoon. Consistent with International Association for Public Participation (IAP2) guidelines, residents have been engaged in discussions on everything from current and future challenges to potential long-term changes for the city.
